Just got the gems from pushing to crystal and masters, and have about a week left on my th upgrade. Assuming I go into th9 with maxxed storages, what will I get the most bang for the buck in gemming? I'm guessing the queen?

I've got a total of 3000 gems but I'm not looking to blow it all...
