How about a Goblin Level "Workshop" Where you can Design Levels for other People to like and see, Supercell will then maybe check it sometime or another and might even add them. No loot when you upload them to the Workshop, i would not even say attackable. But you should also be able to place little detail things, like the easter eggs (Santa Spell, Pumpkin bombs etc.) or gravestones, like in some Levels. or even the destroyed walls. trees and stuff like that included. I always wanted to make something like that :D
