[HWYA] This weird TH9 base with most defenses outside the walls

The enemy clan I'm facing in war has at least 4 bases with this exact layout. I can't figure it out for the life of me.

Here's the album with the base and my troops. I just started TH8.5 not too long ago but I do have my CC upgraded so 30 space is an option.
