Pretty self explanatory. In response to the constant complaining of TH 9's and the lack of loot after the update, this seems like a way SC could save face. Affording the same extra collector and mine as TH 10 would hopefully keep more players around.

While it wouldn't reverse the update, it could help out those struggling town halls!
